Penang Hospital says 70% of ER patients are non-critical

Penang state executive councillor Daniel Gooi reportedly said 70% of patients at Penang Hospital's emergency department are non-critical cases. He added the hospital cannot turn them away because it has no 'wrong-door' policy.
